"How to Prevent and Resolve
Public Controversy"

New policies, programs and projects proposed by government agencies and corporations often become controversial. The objective of these workshops is to provide participants with a systematic approach to preventing and resolving public controversy by applying the concept of "constructive citizen participation". Implementing this approach will involve a strategic analysis of the community or area involved and then the effective two-way communication of relevant information through written materials and several kinds of meetings.

The objective of a public consultation program is to generate informed, visible, majority public understanding and support for valid proposals. Participants will also discover the key elements in designing an effective and efficient public participation program. A copy of our Public Participation Manual is provided to each participant. Each will emerge from the workshop with both increased competence in this field and increased confidence to apply it to their work situation

Full Day On-Site Workshop

This full day, on-site workshop can be booked at your location for up to 25 participants. We will teach you practical techniques to prevent and resolve public controversy through constructive citizen participation.

Agenda

-Introduction
-Participants' questions, issues and priorities
-Presentation using instructional video
-Case study of success
-Lunch
-Participants identify their proposals
-Program Design Practicuum
Apply the above approach to a current or forthcoming project to define program goals, program of work, schedule, estimated budget and how this fits the technical engineering work plan
or
Several small groups will design their own programs (one hour) followed by brief presentations and discussions by other participants and the workshop leader.
-Specific techniques and program design
-Evaluation and conclusion (by 4 pm)

$1,995.00 plus travel cost and time.

Two Day Intercultural Workshop

Participants whose mother tongue is not English sometimes need a little more time to absorb new ideas and apply them to their situation. We therefore offer this two-day workshop for up to 25 participants. The workshop schedule reflects local customs.

Agenda

Day One
-Introduction (8:00 - 9:00)
-Participants' questions, issues and priorities
-Presentation using instructional video
-Review of Public Participation Manual
-Analyse case study of success
-Lunch (12:00 - 1:00 or 1:30 - 3:00)
-Address some priority participants' questions
-Program Design Practicuum
Review a program design framework e.g. situation, goals, program of work, level of effort, schedule and estimated budget. Participants nominate projects and form 3 - 5 design teams to work on them.
Note - if there is just one project in an in-house workshop, participants would review it individually overnight.
-Adjourn (4.00 - 6.00) Review the Manual in the evening.

Day Two
-Participants work in design teams (1 - 2 hours)
-Brief presentations and discussion by peers and instructor
Note - if there is only one project, all will contribute to the design process during the morning.
-Lunch (12:00 - 1:00 or 1:30 - 3:00)
-Address remaining participants' questions and issues
-Clinic on Implementation - address start-up issues
-Evaluation and Conclusion (4:00 - 6:00)

$3,995.00 plus travel cost and time.

Multimedia Workshop

The core elements in this program are: a 25-minute instructional video, a 30 page manual, and four one-hour conference calls, e.g. on four successive Monday afternoons.

Agenda

Unit 1:
Introduction and Presentation - after prework to review the video and a background paper, identify your issues and your personal learning goals for the course in the first conference call.

Unit 2:
Understanding Your Community - do prework to identify your own knowledge of your community, interview another resident and share your experiences in the conference call.

Unit 3:
Communicating with the Community - review and reflect on several papers on various ways to create two-way information exchange and share your views on the conference call.

Unit 4:
Designing a Public Participation Program - working with 1 - 2 others, design a program and review it with others in the conference call.

One or two personal learning goals will be dealt with in each of the above conference calls.
